e-Governance in Nizamabad District
To implement the e-Governance in Nizamabad District the following action has taken.
A. District Website has been launched and is available at www.nizamabad.nic.in. The Website provides the following information.
a. Dial Your Collector information
b. Right to information act.
c. I-Phase Land Distribution information
d. II-Phase Land Distribution information
e. Public Representatives / District Officers / Mandal Level Officers information
f. Tourism information
g. Department progress reports.
A new NRI segment is being added to give comprehensive information about the District and various Government programmes. And ways these NRIs can contribute to the development of the District
I DISTRICT KNOWLEDGE CENTRE:
District Knowledge Centre
A. District knowledge centre has been set up with the following officers as members.

g) NIIT / CMC - Advisors
h) Engineering Colleges Principals - Members
All the HODs of Government Departments at District Level.
Vijaya Rural Engineering College is co-ordinating college. This centre also acts as advisor on hardware and software requirement of the District.
Student knowledge forum:
This has been constituted with students from all the 5 engineering Colleges of the District. 150 students belonging to computer science engineering , Electronics and communication engineering and information technology are part of it. Their services are being used developing software for usage in various Government Departments in the District Additional support is being provided by NIIT.
II. ONLINE GRIEVANCE MONITORING SYSTEM:
Online grievance monitoring system is in use in Nizamabad District. The features of the application are as follows.
|a.||A central server is installed at Collectorate for online grievance monitoring system.|
|b.||User names and passwords have been created to all the Mandal Revenue Officers / Revenue Divisional Officers and District Revenue Officer to register the grievances of the petitioners.|
|c.||Petitioner can register his grievance from any Mandal or Division offices.|
|d.||The petitioner will get a receipt as soon he registers the grievance.|
|e.||The grievance will be forwarded to the concerned officer for necessary action as per the citizen charter.|
|f.||After the grievance is disposed a memo to the petitioner will be issued indicating the action taken.|
|g.||On-line monitoring mechanism is developed and put in place for effective monitoring.|
The existing online system is intranet based and will be switched to internet based. So that any petitioner can register his grievance from any kiosk. The petitioner can also see the status of petition at any time. Citizens can avail this services from their village itself. This will reduce the monitory burden on the citizen.
In addition to the above an IVRS (Interactive Voice Responsive System) will be introduced, so that the petitioner can register through IVRS by calling a toll free number. The same system will enable him to verify the status of his petition.
III. MPHS ( MULTI PURPOSE HOUSEHOLD SURVEY):
All citizens information of Nizamabad District is computerized and available at Mandal Revnue Offices to provide the following citizen services across the counter.
Issue of Integrated
b. Issue of Income Certificate
c. Issue of Residence Certificate.
Any citizen can access the following web site (http://ccla.ap.gov.in) any information.
IV. INTEGRATION OF DISTRICT DATABASES:
All Departments have their department data in different formats / database and there is no common field to link the databases and generate any integrated information electronically. It is felt by the District Administration integrate the all department databases. For this purpose a common field called SSID, Habitation code, need to be incorporated in all the databases. To start with the following departments have already incorporated the SSID, habitation code in their databases.

c. Education Department
The exercise is nearing completion in all Model villages remaining departments have started incorporating the same especially IKP which has a huge database of 23 lakhs SHG women.
V. LRMIS (LAND RECORDS MANAGEMENT INFORMATION SYSTEM):
The total land records database is computerized and available at Mandal Revenue Offices to provide the following citizen services.
a. Pahani / Adangal copy for a single survey
b. Pahani / Adangal for entire village.
c. ROR for single pattader.
d. ROR for entire village.
e. Land ownership certificate etc.
The advantage of this application is the Village Secretary need not write future year pahani manually. The system generate the pahani and ROR automatically.
Mutation Package :
Any mutations can be carried out by following method.
a) The buyer / seller by requesting the Mandal
Revenue Officer for mutations.
b) By getting the information from SRO Office and carryout the mutations.
In case if the buyer / seller not applying for mutation and SRO is not furnishing the information the mutations are not carried out in the records and the database is not updated.
To over come this problem Nizamabad District has been taken as pilot district to implement the SRO-MRO Integration package. The advantage of this package is any Mandal Revenue Officer can connect to the IGRS (Inspector General Registration Stamps) server at Hyderabad and download the agriculture mutations to the local system. And start the sumoto mutations. So that the land records details getting updated time-to-time.
The SRO-MRO Integration software has been installed in all the 36 Mandals and being used by all the mandals. The land records data can also be accessed from the following website. http://ccla.ap.gov.in
VI. ILIS (INTEGRATED LAND INFORMATION SYSTEM):
Nizamabad District has been identified as pilot District to implement the ILIS. The following are the advantages.

g. Automatic updation of land records as and when transactions take place at registration department
h. No manual mutations to be carried out at Mandal Revenue offices to update the land records database.
VII. ELECTORAL DATABASE:
Continuous updation of elector rolls is taken up in the District. The electoral data is also available in the website (http://ceoandhra.nic.in) to check the details of the voter.
In Nizamabad District there are 75 major gramapanchayats. Out of 75 GPs 45 have been identified to implement e-Panchayat in first phase and computers have been supplied to these panchayats. The following citizen services will be available at GP level.

f. MIS of GP activities.
63 major gramapanchayts house tax data has been kept in online and the deamdn registers and notices were generated for the year 2005-06. the site preparation of 45 GPs is under progress.
To implement the e-panchayats successfully, a One Day workshop has been conduct to all Sarpanchas, GP Secretaries on 08-12-2005.
104 RAJiv Internet villages have been established covering 87 villages. Villages covering all the 36 Mandals in the District.
30 Centres are providing electricity bills collection services and provision of Telephone bill collection is being created. Information Dissemination about all the Government programmes is being done through these centres. E-mail ID of collector, Joint Collector, PD DRDA and other officials is made available at all these centres which enable them to interact with important District officials.
These people will be trained to play a major part in Digitalization of National Employment Guarantee Scheme. They will be used for providing family employment cards, individual identify card of registered wage seeker, Digitalization of works etc.,
X Mee Seva Centre.
This is one stop centre to provide every information to the citizens. It accepts written petitions of the citizens on all days and forwards it the concerned Departments.
It provides direct communication with the District Officers for the citizens visiting the centre.
It provides the facility of sending a video message to the officer concerned by the citizen about his grievance. The status of the grievance can also be verified during the next visit.
XI. 7th CLASS EXAMINATION RESULTS:
About 40,000 students information is computerized and the following information is made available to the education department.
