ON LAND ACQUISITION FOR IRRIGATION PROJECTS I. Alisagar Lift Irrigation Alisagar Lift Irrigation Scheme was sanctioned by the Govt. vide G.O.Ms.No.206 I&CADD dt.23.12.2002. Accordingly, the Executive Engineer I&CAD Dept. NSLI Divn.1 Nizamabad has sent requisition to the Revenue Divisional Officer Nizamabad and Bodhan Division in Form-I for acquisition of Agriculture land situated at Kosli, Dariyapoor and Abhangapatnam villages of Navipet Mandal of Nizamabad Divn. and Tadbiloli Kunepalli Kalyapoor, Bhagepalli, Doopalli and Jankampet(vs)of Bodhan Divn. to lift the water from Godavari at Kosli(v) of Navipet(M) and dropping in Nizamsagar Main Canal at Alisagar. The requisition Department had deposited an amount of Rs.50,00,000/- and Rs.90,00,000/- with the Land Acquisition Officer/Revenue Divisional Officer Nizamabad and Bodhan respectively towards tentative cost of lands under acquisition.
As per the sub division record in all an extent of 196.11 ¾
acres of land including Govt. land is coming under acquisition.
The Division wise and village wise details of the lands are as
under:
The market value of the lands was fixed as per the cultivation and all the lands have been classified in (3) categories and fixed the market value under package deal i.e. Category Ist is dry Rs.50,000/- p.a., Category 2nd is irrigated wet under bore well with one crop Rs.70,000/- p.a. and Category 3rd is irrigated wet under bore well with two crops Rs.1,00,000/- p.a. The consent award for entire patta land to an extent of 117-35 Acres has been passed and an amount of Rs.98,17,662-00 towards the land compensation has been paid to the awardees concerned.
The L.A.O./Revenue Divisional
Officer Nizamabad and Bodhan have resumed the land to an extent of 12-01
¾ gts.and 10-17 gts. of Govt. assigned land respectively coming under
acquisition. The Govt. in their G.O.Ms.No.143 I&CADD Dt.24.8.2004 have
permitted to pay the exgratia to the above Govt. assigned land on par with
the compensation paid to the private patta lands.
Accordingly, an amount of Rs.9,78,062-00 towards exgratia was
sanctioned for the Govt. assigned lands admeasuring 12-01 ¾ gts. The
action is being taken by the Revenue Divisional Officer Bodhan to pay the
exgratia to the assigned land 10-17 gts. as per above G.O. Funds

details of the amount allotted and spent under Ali Sagar Lift Irrigation
Scheme as shown below:
The excess amount of
Rs.10,38,890/- has been utilized from the amount available under Gutpa
Lift Irrigation Scheme with the permission of the S.E. Irrigation Circle
No.3, Nizamabad. II.Gutpa
Lift Irrigation: The
Gutpa Lift Irrigation Scheme was sanctioned by the Govt. vide
G.O.Ms.No.207 I&CADD dt.23.12.2002.
Accordingly, the Executive Engineer N.S.L.I./Division–2 Nizamabad
has sent requisition for
acquisition of
lands to
an extent of 115-02
½ acres for excavation of Gravity canal under Gutpa lift irrigation
scheme in the village limits of Bazarkothur Chemrajpalli, Mallaram,
Lakkampalli, Ailapoor, Dharmora and Gunjili (Vs) of Nizamabad Dist.
As per Sub division records, the following area is coming under
acquisition for Gravity canal under Gutpa Lift Irrigation Scheme.

125-37 ,, As per the cultivation, the lands have been classified in to (3) categories and the market value fixed under package deal i.e. Category Ist is dry Rs.50,000/- p.a.. Category 2nd is irrigated wet under bore well with one crop Rs.70,000/- p.a. and Category 3rd is irrigated wet under bore well with two crops Rs.1,00,000/- p.a. The consent award for entire patta lands to an extent of 21-23 gts. has been passed for Rs.11,83,000/-. The land compensation was paid to the awardees concerned. Apart from the above patta lands, the Revenue Divisional Officer Nizamabad has resumed 91-38 acres of Govt. assigned lands. As per the instructions contained in G.O.Ms.No.205 I&CAD Dept dt.17.12.2003 and G.O.Ms.No.143 dt.24.8.2004, the exgratia of Rs.58,97,140-00 was paid for the Govt. assigned lands admeasuring Ac.84.35 gts. The balance of 19-19 acres is Ac. 7.03 assigned and remaining extent is Ac. 12-16 Govt. land. 2) Pressure Main Canal-I at Lakkampally Ummeda & Ch.Kondoor villages of Nandipet Mandal and Pressure Main Canal-II at Lakmapur Gangaramanda and Kalledi villages of Makloor Mandal – Quarry for utilization of Banking on the Gravity Canal at Lakkampally village of Nandipet Mandal for the purpose of Gutpa Lift Irrigation Scheme: The
Executive Engineer, NSLI Divn.
2, Nizamabad has sent the requisition proposals
in Form-I for acquisition of Agril.land for pressure Main Canal-I
from Km.0.00 to Km.6.30 at Lakkampally, Ummeda & Ch.Kondoor villages
of Nandipet Mandal and Pressure Main-II from Km. 17.050 to Km. 22.575 at
Lakmapur Gangaramanda and
Kalladi villages of Makloor Mandal and Quarry for utilization of Banking
on the Gravity Canal from Km. 8.00 to 10.00 and Km. 10.00 to 13.00 at
Lakkampally village
of Nandipet Mandal for
the purpose of Gutpa Lift
Irrigation Scheme E.E. has
deposited an amount of 180.00 Lakhs towards
the tentative cost of the above
land for payment of land compensation.
As per S.D. Records , the following lands are coming under
acquisition. The details of
patta land, Assigned land and Govt. lands acquired are shown below. 1). Pressure Main Canal-I
& II
The D.N. & D.D. proposals in respect of patta lands to an extent an of Ac. 17-02 ½ Gts have been approved by the Collector, Nizamabad. Draft Consent award has been approved for Rs.16,36,000/-and the L.A.O./R.D.O.Nzb paid the land compensation amount to the awardees
The ex-gratia amount
also will be paid to the pattedars / Land owners and assignees as
per G.O.Ms. No. 143, Irrigation & CAD (Irr.XI)Dept., dtd. 24.8.2004.
The Requisition for the remaining extent of Ac.22-01 Gts. which is
proposed for Electricity sub-station is not received from the
Requisitioning Department. Funds Position:
The Executive Engineer, NSLI Divn.No.2, Nizamabad has provided an
amount of Rs.1,80,00,000/-. Out
of which, an amount of Rs.85,15,452-00 paid to the awardees including
paper and Gazette publication charges etc., leaving a balance of
Rs.94,84,548-00. Statement

B) Establishment of new L.A. units and posting of
Dy.Collectors&other staff No new L.A. Units were
sanctioned to this district to look after Land Acquisition work pertaining
to Special Projects under I & CAD. BRIEF NOTES
ON ACQUISITION OF LAND FOR FORMATION OF NEW BROAD- GAUGE SINGLE RAILWAY
LINE BETWEEN NIZAMABAD AND KARIMNAGAR DISTRICT.
The Executive Engineer
(Construction) S.C. Railway Karimnagar has sent the requisition proposals
to initiate the L.A. Proceedings to acquire the lands. As per the Sub Division record an extent of 738-03 ¼ acres
of land covering (7) Mandals in (24) villages of Nizamabad District for
formation of New Broad Gauge single Railway line between Nizamabad to
Kammarpalli(M) Phase – 2 in the villages of Nizamabad Makloor,
Jakranpalli, Armoor, Vailpoor, Morthad and Kammarpalli Mandals. The
requisition Department has deposited an amount of Rs.5-00 crores towards
tentative cost of the land for payment of land compensation. The details
of the patta land and Govt. land coming
under acquisition are shown here under: 1.Patta

509-01 acres
The D.N. U/s 4(1) and DD U/s 6 of the L.A.Act have been approved
and published invoking the urgency clause U/s 17(4) of the L.A.Act in
A.P.State Gazette No.7 dt.12.12.2003 and dt.13.12.2003 respectively. Due
to change of alignment by the Railways in Morthad and Kammarpalli Mandals,
the Land Acquisition work is delayed. The C.E. (Con.-IV), Secunderabad has
been requested to provide additional funds to the tune of Rs.25.00 crores
for payment of land compensation to the landholders, which are awaited.
The Dy. C.E. (Con.) South Central Railway, Khazipet has requested
vide Lr. No. Dy.C.E./C/KZJ/LA, dt.27.06.2005 to follow normal L.A.
procedure instead of consent award procedure under A.P.L.A. Negotiation
Rules, 1992. Accordingly, instructions have been issued to RDO, Nizamabad
to submit the normal P.V. duly following the L.A. procedure. BRIEF
NOTE ON ACQUISITION OF LAND FOR WIDENING OF NATIONAL HIGHWAY -7 IN
NIZAMABAD DISTRICT.
National Highways development programme conceived and initiated by
Hon’ble Prime Minister includes 4/6 laning of North South
corridor from Kashmir to Kanya Kumari.
Feasibility study and preparation of detailed project report for
widening of National Highway-7 falling in two districts of Adilabad and
Nizamabad is under progress. M/s
Sanrachana multipurpose consultancy services Private Ltd. has been
entrusted to carry out the above feasibility study and preparation of
Detailed Project Report.
It is clear from the above that the Land Acquisition is involved
for entire stretch from KM 175.000 to KM 309.000 of Nizamabad Dist. in
(42) villages. As per
National Highway Act 1956, the Revenue Divisional Officer Nizamabad and
Kamareddy were nominated as competent Authority and carrying out Land
Acquisition work of NH-7. The
Joint Collector, Nizamabad is regularly reviewing the
progress of National Highway work by conducting meetings on every
Sunday with the concerned Dist. Officials discussing on various issues
connected with the above Project. The
Asst.Director(S&LRs), Nizamabad has sent the Sub-Division record.
Accordingly, 3-A notification under National Highway Act, 1956 has
been published and the L.A.O/RDO, Nizamabad, Kamareddy have prepared the
draft 3-D proposals and submitted to the National Highway Authority, New
Delhi for it’s approval and publication.
The orders are awaited.
The inspection in regard to identification of structures and
electrical poles, transformers etc, coming in the way of widening work,
was already completed by the electrical staff in association with the
consultants. The detailed
instructions have been issued to Superintending Engineer TRANSCO,
Nizamabad for furnishing the estimates for relocation of utilities viz
electrical poles, transformers etc. The
Executive Engineer (RWS) Nizamabad has also submitted estimates of
structures effecting in widening of N.H.-7 duly countersigned by the
Superintending Engineer (RWS) Nizamabad. HOUSE SITE PLOTS ALLOTTED IN NIZAMABAD DIST. UNDER SOCIAL WELFARE L.A.SCHEME.
Since
inception 2,28,926 House sites have been distributed to the Weaker
Sections in this District under Social Welfare Land Acquisition Scheme
assigning 4,021-04 ¼ acres of Govt. land and 6,687-24 acres of
patta land acquired and paid the land compensation of Rs.1,389-06 lakhs.
The yearwise details of beneficiaries are shown in the statement
enclosed.
A target of 47,065 house sites has been fixed to this District for
two years i.e. 2002-2003 and 2003-2004.
As against the target fixed 47,731 house sites have been
distributed to the Weaker Sections of the society during the two financial
years up to March 2004, by selecting suitable 985-16 acres of Govt. land
and 324-25 acres of patta land acquired and paid an amount of Rs.3.28
Lakhs towards land compensation. The
Division wise and Mandal wise details are shown in the statement enclosed. I.COMPREHENSIVE ACTION PLAN UNDER LAND PURCHASE
SCHEME:
AS per
G.O.M.S.No93 dt 29-12-04 circular instructions
were issued to all the L.A.O’s/R.D.O.’sof this district to
select the villages which
were not covered under crash programme , so far no house sites were issued
and where there is necessity of house sites. It is came to notice that the
following house site proposals were pending with L.A.O’s for providing
house sites to Weaker Section people.
